ABOUT
Mr Bülent ARSAL has been the head of the national CERT of Turkey (TR-CERT) which operates within the organization of national regulatory authority (ICTA) since September, 2018. He is also the head of Information Technologies Department and managing the regulatory activities in the field of cybersecurity, network and information security, e-signature, CCTLD management, registered e-mail. He coordinated the implementation activities of the 2016 -2019 National Cybersecurity Strategy and Action Plan of Turkey and the preparation activities of the 2020 -2023 National Cybersecurity Strategy and Action Plan of Turkey as the representative of ICTA.
He holds a BS degree in Electric and Electronic Engineering from Gazi University (Ankara). After his graduation in 2003, he started to work as ICT assistant expert in one of the biggest internet services providers in Turkish private sector in 2005. In June 2005, he became information security expert in same company. He was the team leader of customer security services team of the managed security service provider (MSSP) of this internet service provider between 2010 and 2013. In March 2013, he started to work for Turkish Academic Network and Information Centre within the organization of The Scientific and Technological Research Council of Turkey as a security project consultant. Then, in March 2014, he started to work for ICTA in information security unit and became network and information security coordinator in 2016. Finally, in September 2018, he was appointed for the head of Information Technologies Department and the head of TR-CERT.
